Trim the bottom stem of the cauliflower and place it in an oven-safe skillet or baking pan with sides at least two inches high.

Mix the softened butter with minced garlic, salt, and paprika in a small bowl. Rub this seasoned butter all over the cauliflower head, making sure to coat the top and sides well.

Cover the cauliflower loosely with foil and bake for 40-50 minutes, until the center becomes tender.

Lower oven temperature to 375°F. Uncover the cauliflower, baste with the melted butter from the pan, and sprinkle with parmesan and chives. Roast uncovered for 15 more minutes until golden brown, basting every 5 minutes.
