Cook the fettuccine pasta according to the package instructions. Once cooked, drain and set aside.

In a large skillet over medium heat, melt the butter. Add the minced garlic, garlic powder, and salt. Whisk together until well combined.

Sprinkle the flour over the butter and garlic mixture. Whisk together, then slowly pour in the heavy cream and milk while continuing to whisk. Allow the sauce to come to a boil, then reduce the heat to low and let it simmer for 2-3 minutes.

Add the shredded Parmesan cheese to the sauce and whisk until smooth and creamy.

Add the cooked and drained fettuccine to the skillet. Use tongs to toss the pasta in the sauce until evenly coated.
