Preheat your oven to 350°F (175°C) and grease and flour a 10 x 15-inch cake pan.

In a large bowl, combine the all-purpose flour, light brown sugar, peanut butter, and butter. Mix with an electric mixer at low speed until the mixture is crumbly.

Add the milk, vanilla extract, baking powder, baking soda, and eggs. Blend at low speed until combined, then beat at medium speed for 3 minutes.

Pour the batter into the prepared pan and bake in the middle rack of the oven for 35-40 minutes, or until a toothpick inserted into the center comes out clean.

Allow the cake to cool in the pan for 10 minutes. While still hot, spread the peanut butter-honey frosting over the cake and sprinkle with mini-chocolate chips.

Warm the peanut butter and honey in the microwave until soft and easy to stir. Add vanilla extract, powdered sugar, and milk. Beat until the frosting is smooth.
