Preheat the oven to 175°C. Lightly grease a 23×23cm baking dish.

Cook ground beef in a skillet over medium heat until thoroughly browned, breaking up clumps. Drain excess fat. Stir in taco seasoning and water, then simmer for 2–3 minutes until liquid reduces.

In a large bowl, beat together softened cream cheese, sour cream, refried beans, salsa, green chiles, half the cheese blend, garlic powder, and onion powder until evenly combined.

Fold seasoned beef mixture into the creamy base. Spread the combined mixture evenly into the prepared baking dish and scatter remaining cheese on top.

Place baking dish in the oven. Bake for 25–30 minutes, or until edges are bubbling and top is melted and lightly golden.

Remove from oven. Garnish with green onions, tomatoes, jalapeños, and cilantro as desired. Serve hot with tortilla chips or fresh vegetable crudités.
