In a large bowl, mix together the shredded cheddar cheese, grated mozzarella, all-purpose flour, baking powder, garlic powder, and black pepper.

Add the beaten egg and milk to the dry mixture. Stir until a thick, slightly sticky dough forms. Fold in the parsley, if using.

Scoop out small portions of the dough, approximately walnut-sized, and roll into balls.

Roll each ball in breadcrumbs until completely coated. Place them on a tray and refrigerate for 15–20 minutes to firm up.

Heat vegetable oil in a deep pan over medium-high heat until it reaches 175°C (350°F).

Fry the cheese balls in batches for 2–3 minutes, or until golden brown and crisp. Avoid overcrowding the pan.

Remove the cheese balls using a slotted spoon and drain on paper towels. Serve hot as a snack or appetizer with your favorite dipping sauce.
