Bring a pot of salted water to a boil. Add the potato cubes and simmer for 5–7 minutes until just tender but not fully cooked. Drain well and set aside.

Heat vegetable oil in a wok or large skillet over medium-high heat. Add the ground pork or beef and cook, stirring frequently, until evenly browned. Drain off excess fat.

Stir in minced garlic and ginger. Cook for 30 seconds until aromatic.

Add the drained, parboiled potatoes to the wok. Stir-fry for approximately 5 minutes until lightly golden.

Add sliced green bell peppers. Stir-fry for an additional 2 minutes until just softened.

In a small bowl, blend soy sauce, oyster sauce, and cornstarch until smooth. Pour the mixture over the potato and meat medley.

Stir-fry for 1–2 minutes until the sauce thickens and everything is evenly coated. Drizzle with sesame oil. Adjust seasoning with salt and black pepper to taste. Serve hot.
