Preheat oven to 350°F.

Place butter in a 9×13-inch baking dish and put in oven. Once butter has melted, remove and set aside.

In a bowl, stir together the 1 1/2 cups granulated sugar, 4 tablespoons cocoa powder, flour, milk, baking powder, salt, and vanilla extract.

Spoon the prepared batter into the baking dish over melted butter, but do not stir.

In a separate bowl, mix together the 2 cups granulated sugar and 1/2 cup cocoa powder.

Sprinkle the topping mixture evenly over the batter in the pan. Pour the boiling water over the topping, but do not stir.

Bake for 35-40 minutes, or until the top has set. The bottom will remain loose and gooey.

Let the cobbler cool for 15 minutes before serving. Serve with vanilla ice cream.
