Preheat oven to 425°F.

Cook the ground beef in a large saute pan over medium-high heat with a dab of margarine or butter. Crumble as it cooks.

Add diced onions to the pan with the beef and cook until onions are translucent and beef is fully cooked.

Add canned corn (with liquid), water, gravy mix, salt, pepper, onion powder, and garlic powder to the pan. Stir until the beef is coated in gravy.

Transfer the beef mixture to a greased 9 x 13-inch baking dish and spread evenly.

Prepare the mashed potatoes: Bring water and margarine to a boil, remove from heat, add potato mix and milk, stir until combined, then let sit for 1 minute. Stir until smooth and creamy.

Spread mashed potatoes over the beef mixture in the baking dish.

Top with a single layer of tater tots.

Bake in preheated oven for 30 minutes.

Remove from oven, sprinkle shredded cheese on top, and return to oven for 4-6 minutes until cheese is melted and slightly browned.
