In a large bowl, gently combine the ground beef, diced pepperoni, Italian seasoning, garlic powder, salt, and pepper. Use your fingertips and stop as soon as the mixture looks uniform.

Divide the meat into eight equal portions and press each into a thin patty roughly the size of your toast. Place one mozzarella cube on four of the patties, then top with the remaining four patties. Pinch the edges firmly to seal completely.

Bake or air-fry the garlic Texas toast according to package directions until deep golden and crisp. Set aside.

Heat a large skillet over medium-high heat. Cook the patties for about 4 minutes per side until browned and the internal temperature reaches 160°F. Do not press down on the patties.

Spoon warm marinara over each patty, scatter shredded mozzarella on top, and cover the skillet for 1 minute until the cheese melts. Sprinkle with Parmesan and red pepper flakes.

Place each patty on a slice of garlic toast. Top with a second slice of toast if desired, or serve open-faced. Garnish with fresh basil and serve immediately.
