Preheat oven to 400°F. Line 16 muffin cups with paper liners.

Whisk together flour, sugar, baking powder, and salt in large bowl.

Work in softened butter, then blend in eggs, milk, orange juice, vanilla, and zest until just incorporated. Don't overbeat.

Divide batter between prepared muffin cups. Bake 15-20 minutes until toothpick comes out clean.

Remove from pans after few minutes and cool on wire rack, or serve warm with butter.
