Position rack in center and preheat oven to 350°F. Spray a 13x9 glass baking dish with non-stick spray.

Press biscuits into a single layer in the pan, joining them together and pushing dough halfway up sides. Place on a baking sheet and bake 12-15 minutes until very light brown at edges. Set aside but keep oven on.

Brown ground beef, drain, then add taco seasoning and water according to packet instructions. Set aside in a bowl.

Combine sour cream, mayonnaise, half the cheddar cheese, and half the sliced onions in a bowl.

In the same pan used for meat, sauté remaining onions and bell peppers until slightly tender.

Layer on biscuit crust in this order: taco meat, tomato slices, sautéed vegetables, jalapeños, sour cream mixture, and remaining cheese. Bake uncovered 30-40 minutes until edges brown and cheese melts.
