Cook ground beef in a large skillet over medium heat, breaking it apart until fully browned; drain excess fat.

In a large mixing bowl, mix browned beef, green beans, cream of mushroom soup, milk, garlic powder, onion powder, salt, and black pepper until homogeneous.

Lightly grease a 23×33 cm baking dish. Spread beef mixture evenly in the dish and sprinkle with shredded cheddar cheese.

Place dish in preheated oven and bake for 25 minutes, or until cheese is melted and filling is heated through.

Remove dish from oven, distribute French fried onions evenly over the top, and return to oven for 5–10 minutes, until onions are golden and crisp.
