In a separate pan, heat oil over medium-high. Add broccoli, red pepper, zucchini, mushrooms, and onion; stir-fry for 3–5 minutes until crisp-tender. Season with salt and optional chili flakes.

Layer cooked rice at the base of a deep serving bowl. Top evenly with browned ground beef and sautéed vegetables.
