In a small bowl, thoroughly combine the melted butter, minced garlic, dried parsley, salt, and black pepper. Set aside for brushing.

Preheat oven to 190°C. Lay flour tortillas flat on a clean work surface.

Generously brush one side of each tortilla with the prepared garlic butter. Evenly sprinkle bacon, cheddar, mozzarella, and chives (if using) over the buttered surface.

Starting from one edge, tightly roll each tortilla into a compact spiral. Place seam-side down on a baking sheet lined with parchment paper.

Brush the tops of the rollups with remaining garlic butter. Bake for 12–15 minutes until tortillas turn golden brown and cheese is melted and bubbling.

Remove from oven and allow to cool briefly. Slice each rollup into bite-sized pieces and arrange on a serving platter. Serve immediately.
