Preheat oven to 325°F and grease 8-inch square baking dish. Cook macaroni to al dente according to package instructions.

Melt butter in saucepan over medium heat. Blend in flour, salt, and pepper. Cook 2 minutes. Gradually add milk and half and half, stirring until thickened like gravy (5-7 minutes).

Remove from heat and stir in 1 cup cheese until just melted.

Combine sauce with cooked macaroni. Layer half in baking dish, sprinkle with ½ cup cheese, add remaining pasta and top with remaining cheese.

Bake 15-20 minutes until cheese is melted on top.
