Heat a large skillet over medium-high heat. Add ground beef and cook, stirring frequently, until thoroughly browned. Season with salt, black pepper, onion powder, and Italian seasoning during cooking.

Add mini pepperoni to the browned beef and cook until the edges are lightly crisped. Drain any excess fat from the skillet. Stir in minced garlic and cook for 1 minute until fragrant.

Pour marinara sauce into the skillet. Add cream cheese in pieces. Stir continuously until the cream cheese is fully melted and sauce is homogeneous.

Add the frozen tortellini directly to the skillet. Stir to coat well, cover, and allow to simmer over medium-low heat for approximately 5 minutes or until the pasta is tender and cooked through.

Evenly distribute mozzarella and cheddar cheese over the tortellini mixture. Arrange extra mini pepperoni on top if desired. Broil under a hot grill for 2–3 minutes, or cover and let rest on low heat until the cheese is fully melted and bubbly.
