Fill large bowl with ice water and set aside.

Boil 4 cups water, add orange slices for 2 minutes. Transfer to ice water. Discard boiling water.

Combine remaining water and sugar in saucepan. Heat until sugar dissolves.

Add orange slices to syrup. Simmer 45-60 minutes until translucent, swirling every 15 minutes.

Transfer to cooling rack over baking sheet. Dry up to 24 hours. Coat in sugar if desired.
