Bring 6 cups of water to a boil. Remove from heat and add the tea bags and sugar, stirring to combine. Let steep until the water reaches room temperature.

Fifteen minutes before serving, boil a small pot of water. Add the tapioca pearls, stirring to prevent sticking. Cook for 5-7 minutes until they float and achieve a chewy texture. Drain, rinse under cold water, and transfer to a clean bowl.

Divide the cooked tapioca pearls among four glasses. Add ice and pour about 1 1/2 cups of tea into each glass. Top with 2-3 tablespoons of milk or half-and-half. Adjust sweetness as needed with additional sugar or sweetener. Serve with large straws or long spoons.
