In a bowl, mix together the flour, cocoa powder, baking powder, and salt. In a separate bowl, whisk the melted butter with the sugar until combined. Add in the eggs and vanilla, and mix well. Gradually add the dry ingredients to the wet mixture and stir until a thick batter forms. Spread the brownie batter evenly in the bottom half of a cake or brownie pan.

Beat the softened butter with both sugars until the mixture is creamy and smooth. Add the egg and vanilla, and beat until well incorporated. Mix in the flour, baking soda, and salt until a soft dough forms. Fold in the chocolate chips gently.

Spread a generous layer of chocolate spread over the brownie base. Carefully press and flatten the cookie dough over the top to completely cover the chocolate spread layer. Bake in a preheated oven at 350°F (180°C) for 30–35 minutes, or until the edges are golden brown. Let it cool slightly before cutting, so the chocolate center stays melty.
